I highly doubt that is the route he would take. It defeats the purpose of the stunt - which is to make people invested in their relationship for the movie. If he comes out without any explanation in the middle of it, it'd look pretty messy.
What I think is more likely, is that they keep Holivia going and drag it out in this ambiguous way they have. Never confirm anything. Then at some point before the premiere of DWD they "break up", so people will be excited to see the "friendly exes" interact during promo/red carpets etc. Or they "break up" sometime after the release.
If Harry comes out after that all they need to say is that they were great friends. End of story.
But he may not want to come out just yet, or there may be other things him, his team, and Louis (+ his team) have to consider.
