We have unbelievably good data on this project, which targets unregistered or inactive voters who, because they live in hotly contested PA House and Senate districts, are especially at risk of voter suppression. We have a list of 160K. These are people who have fallen off the rolls, or been purged, or have newly moved into their houses and not yet registered. The US population is highly mobile — over 10% of our population has moved since our last election. The numbers get higher as income gets lower; the people who move most are students, young families, low-income workers who must chase job opportunities where they are. Not surprisingly, registration rates strongly correlate to income. While Automatic Voter Registration ports your registration when you move, lifting the updates from the DMV and Medicaid rolls, the current system in PA and other non-AVR states does not, forcing our highly mobile population to repeatedly re-do their registrations. That is why PA has so many totally inactive/unregistered households that need to be contacted. Please think very hard whether you know anyone IN, NEAR, or FROM PA who could become postcard writers. For this project, we're making a strong push to recruit in-state. Since we get our data from other groups (i.e., we don't buy lists and own them), we need to enter into data agreements with them. And as such we need ALL volunteers, even Team Volunteers working under a Team Leader, to sign into this form and agree to the below MOU.
