I’ve been considering the possibility that Bowser is only being nice to Luigi to annoy Mario.
The way I see it, it’s more like… annoying Mario is one of the unexpected perks of being nice to Luigi.
But Bowser doesn’t strike me as the kind of guy who is good at faking his emotions. I think that while he’s got ulterior motives, he does genuinely like having Luigi around… but only because he doesn’t challenge his viewpoints and is one of the few people willing to overlook his past for the sake of congeniality.
