I think it's dishonest to keep insisting that Near has "blue eyes" when that's a reach based on anime alone. Anime which, in my opinion, at most depicts some shade of grey but most definitely not blue. Besides, anime already has Halle Lidner have light-brown eyes while her official Colored Edition eye color is blue. Why should I rely on it? Or consider it anything but an artistic variation?
Takeshi Obata is a very talented mangaka with an established style. The way he draws eyes is very well set both across the Death Note Colored Edition and his other works as well as the Never Complete artbook you can watch a flip-through of here. You can get familiar with the way Obata draws skin shades and how he chooses to showcase eye color when it's relevant. Near does not get this treatment, even for stylistic means.
Characters with extremely light eyes in the black and white version of Death Note — most of the American characters, SPK members — have their eyes drawn in a specific way (white iris, dark pupil) distinct from how Near (or Mello) has his. It's safe to assume that Near's eyes are neither intended to be blue nor light grey: Obata does not hesitate to draw it when it is the case.
"But albinism—" I'll be real here if you cared about albinism representation you'd know that there are multiple ways that albinism can present. Dark or darker eyes do not suddenly make the person no longer albino and buying into the lie that albinism is only when someone is paper-white, purely white-haired, and blue eyed is one step away from racism.
