The Blue Celestial was introduced in The Mighty Thor 424, cover date October 1990. The armor was green in the previous issue. The Blue Celestial was created by Tom DeFalco and Gary Hartle. The issue was part of the Black Galaxy Saga story arc. ("The Great Deception" Thor 424, Marvel Comic Event)

Warlock and the Infinity Watch #3

Warlock sought out the High Evolutionary’s help, but because he had witnessed the birth of a Celestial, the High Evolutionary mind had almost shut down. Warlock had to help to fight the unknown soldiers that was after the villain.
