An ideal upright, evergreen sub-shrub to add structure to a dry garden is Phlomis 'Edward Bowles' (Jerusalem sage, Turkish sage). This is a hybrid between Phlomis fruticosa and Phlomis russeliana and grows in fertile, well-drained soil in full sun with a sheltered position.

Phlomis purpurea

Phlomis belongs to the Mint Family (Lamiaceae), with many of the species coming from the Mediterranean area. This is the case with Phlomis purpurea, which is native to Spain, Portugal and Morocco. This is a region of winter rainfall and dry summers, much like the weather in California, so it is not surprising that it does well in our gardens here. The two-lipped flowers have an unusual appearance, with the upper lip humpbacked and furry, while the lower lip is more tongue-like. The furriness of its leaves and stems add to its appeal.
