i noticed a pattern between me and our ex-host. they, on one hand, are quite audiosensitive but are great at art. i, on the other hand, am still learning to make music (due to the vast difference in the amount of time we've been involved in day-to-day life) and very photosensitive. a few looks at a lamp will knock me out of front for several hours

I think the concept of neglecting headmates is complicated, and gets even more complicated when you consider some systems do not switch or get switchy easily or often.
Neglect isn't an act only done malicously, it can happen without some realizing they're doing it. But there is a big difference between ignoring headmates when they are talking to you or trying to come to front, and not reaching out to headmates when you haven't heard from them in a while.
We don't tend to get switchy if its not purposfully induced, even when we are switchy whoever is in front usually has to call out to one specific headmate or else no one will come to front.
That is very different from ignoring a headmate when they attempt to front.
And even when thag does happen it is up to whoever is in front to make the decision on if it is safe for another headmate to come into front. Pushing headmates back is not always an act of pure malice, even when done by the host or frequent fronters. This does not stop it from causing conflict, or hurting others feelings, but sometimes it is the best course of action.
You only know how your system works. and what is good for system can be very different from what another may need.
