According to the government and anyone you ask; everything has fallen into a Crisis. You know the book 1984? its EXACTLY like that. nobody knows what the hell the crisis is. Bonesborough knows of it, the rest of the country knows of it, but nobody can pin down exactly what the problem is. this also adds onto why the rest of Bonesborough won’t leave (since they don’t know they’re captives). they are told theres a big issue going on with the rest of the world so they think they may as well stay and not cause more problems. they think the issue is radiated mutants like them but it probably isn’t. everywhere else in the country has a feeling that something is wrong. everything seems Off. is it a sickness? is it a hidden war? climate change? an alien invasion? nobody can tell! it started a little over 50 years ago, a bit before Belos rose to power. you can’t trust the civilians, bc no matter how old they are, they believe its a thing and have completely different ideas of whats going on. why the population has depleted so quickly, why you have the lingering feeling of death.

did the government make it up? no idea! finding someone who works there thats (not Belos for one thing) 60+ and has a high enough rank to be aware of anything are EXTREMELY hard to find. but the government truly, honest to god, believes there is a problem. but none of them can tell you what it is. for all we know, they made it up 50 years ago and its been so long that they believe their own lies. or maybe there IS an issue and they keep it VERY under-wraps which would mean that its so horrible not even the public gets a straight answer. or maybe its something only the higher officials are aware of. or maybe everyone who knew of it died out, leaving them with the remains and no idea what it is or how to fight it. think of it as The Mist from Stephen King. their minds, for all they know, may be playing tricks on them. there IS a theme of mind-control. or maybe they’re already in the thick of it.

and since theres this lingering feeling of an issue, the government, instead of being useful bc they never are, decided they needed help with labor. they wanted to ‘bring things back to normal’ and hope that the corpse-like mind control will keep companies rolling, factories active, and can do things never done before. y’all know of the Chernobyl disaster? its one of the most radioactive places in the world due to massive error. one of the most famous photos of the mass cost a man his life. you so much as being in the same vicinity of the elephants foot (the mass) will be enough to kill you from radiation within minutes. if they harness mind-control on corpse-like individuals, the government, for example, could send in a mind-controlled person to take pictures and samples of the elephants foot instead of waiting for when it eventually cools down. since, yknow, wouldn’t exactly be a big loss if a walking corpse died. things like that. 

they’re reasoning is “we can Fix The Problem with these people” meanwhile nobody knows (though the government might) if this is an issue that can be FOUGHT. but everyones scared and confused, so honestly if the government came out with these people and assured the public they simply have no mind of their own and they gave them mercy, they’d probably accept it. government really just did these experiments bc it at least FEELS like they’re doing something. and if they do know what the Issue™ is, you really think they’d pass up the opportunity to use humans to shove them into situations regular conscious people would never do bc its fucked up or could maim/kill them?? 

in conclusion; either nobody knows whats going on or some people know whats going on and we don’t know which is scarier, also anarchism.
