When things were bad at home, Tommen got into the habit of making paper cranes to distract himself. There are pictures of more panels that seem to suggest it's someone else in Steve's uniform/it looks to me like it could just be him mocking a hydra agent? But the impression seems to be this is one Horrible Disaster that's only and out of context thing and not actually real.
