I kinda love that almost every fandom has its own eternal "unanswered question". In my previous Age of Sail fandom it's "Who pushed Captain Sawyer into the hold?". In Black Sails it's "What happens to Flint at the end? Is he alive or dead? Is it a dream, a story, a story within a story? What the hell??" In LOTR it's "Do balrogs have wings?" lol. And in SnK it's the serumbowl aka "Who should have got the serum, Erwin or Armin?"
You asked who I would have chosen, which is an easy question to answer. I would have made the same choice as Levi. I would have chosen Erwin.
As for your second question, if Erwin hadn't lost his arm, would Levi have given him the serum? No, I don't believe he would have. Admittedly, the loss of Erwin's arm is one of the reasons Levi gives for Erwin to stay behind and let Hanji lead the mission to Shiganshina, however that's not the reason he chose not to give him the serum. Levi's choice on the roof top had nothing to do with the fact that Erwin had lost his arm, and everything to do with with his personal belief that he should be allowed to rest, rather than be dragged back to the hell of the world.
