Chara says that at the end of the no mercy run, and yeah, scary. But what if they really meant it, and not just for the no mercy run?
Have any you Undertale fans ever heard of the Narrator Chara theory? Well I've been a big follower for it since like, 2016, and it's the basic idea that Chara is the flavour text and narration in the entirety of the game, and is connected to Frisk via their soul and determination.
I've taken it a step further and had the theory that the reason we can't see Chara in any other run, is cause they are part of Frisk's soul. And cause they have no body, they are stuck that way throughout the game in every run.
That's why Chara's name is on the stats menu, and it's how they can give you their memories of Asgore saying "Stay determined!" when Frisk dies. It's also why the little heart sprouts legs while fleeing.
I dunno, but that's my idea!! Plus it's cute and funny to imagine Chara as a little cartoon heart with Mr Peanut legs.
