Please forgive the free-form ramble, but I had an idea; and maybe if I had studied programming 20 years ago, I could've made it happen. But I didn't, so it's just a dream. Steal skyrim wholesale, and take the settlement builder from Fallout 4, and paste them together until you get a Town Builder type game.
What I'd do is remove all of the buildings from Skyrim and replace it all with wilderness and stone. Maybe some sort of remnant could be left behind if you wanted to get into the ninute details, but that's too granular for now. The feel is very much Minecraft meets Stardew Valley, but using the Bethesda bones, of course.
Fallout 4 forced you to place settlements only in given locations with certain setpieces you couldn't remove. But I say unlock that particular feature and allow anywhere to be buildable. The trees that are now in abundance can be chopped down, and stone that's absolutely everywhere in Skyrim are now resources to gather. There's already builder's drafting table items in Skyrim for the Homestead, so they can be repurposed as the standard Builder's Bench type item for crafting. There's also plenty of log pile items and even a sawmill. It shouldn't be too difficult to figure something out for mining equivalents. Build some NPCs with the character creator, and populate your town.
Then, some of that stuff comes in for assigning people to jobs like guarding the town, cutting wood, mining stone, hunting and fishing, farming, etc. Clear areas of obstacles and build fields or buildings. There's already tools in the system for food and bed requirements for your NPCs in Settlement Builder, so it's not far off from the kind of town building survival mechanics this project would call for. It could get there with a little fine tuning. Skyrim already has a little bit of farming and plant growing mechanics built in, so it's super close to being a functioning farming sim even with just the Homestead it already has.
So maybe you too can see how tantalizingly close this is, but for the want of a bit of proverbial programming duct tape.

This session didn't last very long as I'm quite tired and realised very quickly that I don't have the energy at the time to play.
I started by laying the foundation for a bunch of housing for the peasants on the south eastern farming island.
Then started the foundation on the housing for the peasants on the north western farming island. During the layout of the housing I realised I was just too tired right now for this game.
This is where I ended the session.
Next I plan to continue constructing new houses on the north western farming island.
