The id verification stuff feels like...okay, imagine: you've been going to a cafe for years, meet your friends, talk, catch up on community happenings, whatever. And then one day, the goverment decides that all under 18's are banned from visiting cafes. You think "oh that won't affect me, i'm an adult" but when you show up to the cafe that you've gone to for years, there's suddenly this guy on the door demanding to see your id to check that you're old enough to come in. So, you show it to him and he takes a copy of it and puts the copy in his pocket and only then can you go in. He doesn't tell you WHY he took a copy of it, you thought he was just there to check your age.
Meanwhile, those under 18 haven't got a place to go to. They can't hang out with their friends to chat anymore, they can't get the latest info on what's going on in their community outside of the cafe anymore because guess what? the people that organise it, well they put their flyers and talk about it in the cafe, where they can't go.
