I haven't quite finnished episode 4 yet, but so far this is what I am getting from it.
(Yes I know Owen technically isn't Scotts fledgling but he's in the coven so I'm counting him)
Okay but Apo is 100% fired right? Even if she quit, the military will NOT be happy with them. Apo was sent there to stop littering/trespassing. Here's what managed to happen. 1. Most of the forest burned down 2. The historic town Apo was sent to protect mainly burned down 3. Multiple deaths from people that were not legally allowed to be there.
Like. Congratulations? That may be the exact opposite of what you were meant to do. I DO NOT BLAME APO THOUGH just to be clear. Absolutely nothing she could have done in this scenario. But just reporting back to the military wise.
