Hmm, I feel like Cloud would clam up pretty bad. I also can see Tifa being too nervous to bring it up... but ultimately they’d get through it!
I think if Cloti isn’t already engaged in AC (there’s speculation on this since they really like to show off Tifa’s ring in AC), then it’d be post AC, probably after he’s come to terms with things and is hit with a slamming realization that he probably should do something to show Tifa his commitment.
If he proposed to her during the 2 years between OG and AC, then it was probably very simple, nothing extravagant, but meant the world to both of them. However, Cloud would be nervous, fumble, and his tongue would suddenly be too big for his mouth, so he’d probably put the ring on her finger and stare at her, she’d stare back, waiting, and he’d croak the question out, somehow, eventually, if she doesn’t coax it out of him.
If it’s post AC, he may have a bit more confidence, and perhaps won’t fumble as much, but would still be Cloud about it and think he’s not good enough or whatever. I think ultimately that was his goal all along - to sweep her off of her feet, but in his mind he never made it to that point, so does he ever accept that he does deserve her? That she wants him?
I think people forget to ask, “What does Tifa want?” And Tifa herself doesn’t think she deserves happiness - she’s also riddled with guilt.
The two of them are perfect for each other.
Now, I can also see Zack and Aerith kicking Cloud in the ass a few times to get moving if he wasn’t moving and overthinking things.

I also headcanon that if they show Cloti getting married, it’d be a very small ceremony in the church, and you’d get a flash of Zerith staring down at them from the church attic. That’s my romantic headcanon for that one.
