I can’t take Lenore Dove seriously as a character due to her insane plot armor.
The book opens by telling us she’s repeatedly chased out of the meadow by peacekeepers, somewhere civilians are not allowed to be, as it’s past the fence line.
Then we’re told after she turns 12, reaping age, she was taken into custody twice for suspected rebellion. Never once charged, never sentenced, never more than a stern talking to. Just let go to rebel again.
She goes as far as to taunt the peacekeepers, reading a seven page document in which she leaves everything to her geese, which should have been grounds for sedition itself.
Her acts got people killed brutally twice:
Next morning, in front of a crowd, the rope snapped and Clay fell to the ground, where a dozen Peacekeeper bullets took him out.
Then Clay’s sister, Binnie, who’d been on borrowed time for a year due to a bad heart, confessed she’d done it. Three days later, Binnie died in her cell, and the uncles were allowed to collect Lenore Dove, promising she’d stay home at night.
And she continued to rebel, painting on the walls with stained fingers. Climbing under the fence, fighting peacekeepers at the reaping.
We’re told in Catching Fire the Peacekeepers were at their most brutal around this time. Katniss says it herself from stories her mother told her:
I can't remember a time before Cray, a time when there was a Head Peacekeeper who used the whip freely. But my mother must have been around my age and still working at the apothecary shop with her parents. Even back then, she must have had healer's hands.
In sotr, Haymitch says a woman was whipped for simply speaking back to Peacekeepers:
Asterid’s the town beauty and rich by District 12 standards. I used to hold that against her, but she showed up one night in the Seam, alone, to treat a neighbor woman who’d been whipped for back-talking a Peacekeeper.
And we’re meant to believe a seven page essay about how her belongings go to her geese isn’t talking back? Isn’t worthy of being punished? Of being whipped or worse when she’s already being questioned about sedition?
Not once is Lenore Dove whipped nor punished for her frivolous and deadly acts. She has insane plot armor that undermines narrative continuity.
