Seen lots of people call the epic of Gilgamesh the earliest romance story ignoring the fact its not really a romance at most it has a romantic subplot it makes think what is the earliest romance story we have from Mesopotamia? 
I’m not a fan of labeling things as “the first” because it’s physically impossible to precisely establish the exact dating of most Early Dynastic literary texts relative to each other, and those - not Old Babylonian school texts, let alone Kassite or later epics - are the closest we have to literary texts which might be “the first” at something. On top of perfect dating not being possible it’s a given we don’t know every single composition that was in circulation at the time because early literary texts come almost exclusively from just two sites while obviously writing was not restricted to them. Then on top of that you have the problem with ED compositions being inherently harder to interpret than later ones (even the sign order is up for debate quite often!), and that’s even without going into outright cryptographic oddities like UD.GAL.NUN. Therefore, my answer is “we don’t know and we’ll never know”. This being said, one composition which is undeniably early and undeniably deals with romance - including what I can only describe as a picnic date - is the Early Dynastic Lugalbanda and Ninsun myth from Abu Salabikh. Translation and commentary can be found in Jan J. W. Lisman’s The (Inchoate) Marriage of Lugalbanda and Ninsumuna.
