he is also responsible for the wellbeing of all the Nizari villages, forts, and castles etc in his region, not just Masyaf.
this man has to oversee the budget for at least 8 castles and numerous forts despite the Assassins having no ports and not even bare minimum farmland or livestock. he cannot just tax his way out of this. do you know how expensive castles are? they put a 25yro in charge of handling the budget for the medieval equivalent of 8 naval cruisers.

he has to make alliances with the other regional powers and balance it with the fact that the Assassins' main tool of foreign policy is basically terrorizing everyone into leaving them alone
