Hmmm. We know that the Master had long since ran out of regenerations but then discovered a means to force his non-corporeal ‘soul’ into other bodies and, in effect, possess / steal / hijack them. (As established in The Deadly Assassin and The Keeper of Traken).
Moreover, when we last saw the Master prior to events in Doctor Who the Televison Movie his body was changing into a cat-person (in Survival).
We never got a good look at the Master’s human(ish) form in The Television Move - but the close-up of his eyes suggested he was somewhat reptilian - and I suspect this was a different body to the one we’d seen him in previously. No canonical explanation was given in the show why the Master suddenly had reptilian eyes, and the Master never spoke of what he’d been up to since his defeat at the hands of the Seventh Doctor on the planet of the Cheetah People.
I speculate that during some unrecorded exploit, the Master discarded the body of Tremas (which was perhaps evolving beyond his control into a Cheetah) in favour of one belonging to a serpentine alien. Certain characteristics of this new reptile-form (like the lizard eyes and the ability to acidic spit venom) became imprinted on the Master’s psyche and were retained by his essence when that body was destroyed by the Daleks.
This is, of course, just speculation by me.
Although, my friend Laura explains, in much simpler terms, that the Master had simply become a Goa’uld… but then she is a Stargate nut
