Nonbinary literally means "not (exclusively) a binary gender" which does include people who are neither man or woman but have a gender (large variety here with things like neogenders), but also people who have no gender (agender), people who are both (bigender), people who's gender changes over time (genderfluid), and people who's gender is partially but not entirely man/woman (demiboy/demigirl), and nonbinary can be a stand alone identity that gives no other information.

As an analogy, the werewolf is closer probably closer to genderfluidity than some other forms of being nonbinary, but it could also be any of the other varieties if you look at it from the perspective of the werewolf is always a werewolf, but may present as a man sometimes and as a wolf other times depending of what the werewolf needs and is comfortable with.
