Kuvira is on the floor, defenses down, Korra's seconds away from ending it.
Then Kuvira morphs into Korra in the avatar state for her and that's what throws her off her game. She loses to herself.
That's why I say the main "opponent" in book 4 for Korra isn't Kuvira, it's herself. Her fear. That's what she needs to overcome and does. When she believes in herself she's powerful enough to stop a nuclear weapon.

Like Zuko wandering an army into Yu Dao with a Fire Nation imperial war helmet and all maybe was a bit OTT, but I do honestly really appreciate this aspect. So before we judge just the comic for making Zuko have a short war lord fall-out, let's consider that even the show created that imagery with Zuko raised over all the other people and crowned Fire Lord, telling them "it's all good now" and that was the end.
I interpret The Promise as a story about unpacking that false idealization. Being Fire Lord is a huge responsibility, one that comes with a very grim direct history, and Zuko has to walk that line often without a very clear idea if he's taking himself down a similar path his ancestors went down, despite his intentions. Zuko becoming Fire Lord is the right choice in terms of politics AND narrative, but "the struggle isn't something I can escape" is actually how I want the leadership Zuko has taken on written, not "my struggle finally ended and I'd won for good". There's going to be continuous effort to stay in line, and this comic is about that.
