my general opinion on what people should be "allowed" to portray and what topics they should be "allowed" to explore in fiction is that you can make whatever art with whatever themes you want but i'm also allowed to think the way you handled it was tasteless and should've been done differently. my negative opinion on your handling of sensitive topics is the price of admission for publicly showcasing your work. this is not a pro-censorship stance because i am not The Government

I know "Vetinari" is a play on "Medici" but I don't know the specific joke being made with Havelock. Have Lock? Have a lock? It seems like there should be something there but I don't know what it is.
That said I agree with OP that it does seem to fit him on the level of vibes/mouthfeel - it's got that old timey feel while not being a name anyone else has, and the consonants have like... very clean lines to them. (Contrast "Mustrum" which is equally old timey but is nothing but sonorants - it sounds like a noise you would make into your mustache, you know?)
Who's Václav Havel? I could see something maybe with clav ~ key ~ lock?? But that might be a stretch. Most of Pratchett's puns are purely phonetic - Dunmanifestin or Djelibeybi or Didjabringabeeralong,although Cassanunda has a bit of a semantic component as well, and there are of course the Selachiis and the Venturis, which ate a translation pun
i've always figured there's no particular reference or gag, it's just an unusual name that pterry wanted to use. kinda like how some discworld characters like angua have completely made-up names
although i kinda feel like it makes him sort of spiritual siblings with sherlock holmes
but it goes nicely with his surname cuz it adds some internal alliteration, and it feels like an unusual name without being overly showy, and it's sort of unexpected cuz honestly you'd have expected something medici-related, right? i like the combo of a northern european first name & italian-esque pun surname
actually i have a theory now about the name "havelock" i think it hasn't got any particularly relevant or punny relationship with vetinari exactly i just think pterry had heard of these things

it's allegedly named after Major-General Sir Henry Havelock, maybe (oh hey he looks a lot like Paul Kidby's portrait of Downey doesn't he?)
which goes along with that gag in Monstrous Regiment about Lieutenant Blouse who eventually gets some species of glove named after him etc and that all great and/or mediocre military figures end up with some article of clothing named after them (see also wellington, cardigan, raglan, etc)
and i don't think vetinari has anything in particular to do with all that (not at all the military type as he points out in jingo) but it does feel like it evokes about the right tier of poshness... anyway i just feel like it's probably a name pterry just kinda had in his back pocket in connection with the gag about clothes named after people, and it happened to have the right vibes for the character
