I feel like people downplay the amount of work Mav put into his career because he's a Captain and Ice is a four-star and that's clearly a much higher rank, so let's discuss!
The only promotion you have to take in order to make it to twenty years time in service (retirement) is O-4 (LCDR). Anything beyond that is gravy. Which means that Mav being competitive for, selecting for, and taking promotions for both O-5 (CDR) and O-6 (CAPT) was a very active choice that he made, and something he worked hard for. Captain is not a rank you make by accident. It is not a rank that the navy hands out like candy. If you do the math, about 15-20% of officers will make Captain. And that's probably a generous estimate. You work hard, you excel, you excel at leadership specifically, and *maybe* you make Captain. I'd also like to point out that promotions happen on a set timeline, so chances are that he and Ice were on very very similar promotion timelines up until Ice made RDML!
The fact that Mav hasn't been promoted to RDML or higher shouldn't be a mark against him -- of the 54,000+ active duty officers in the navy, 223 of them are admirals of any rank. This year there are over 3,200 Captains in the navy. There are 117 one-star admirals. Being appointed an admiral is more a political question than anything else.
It's also important to note that, in addition to however hard he worked just to make Captain, to make Captain and still be *flying* is an altogether different feat, and even more impressive. For the most part, once you're screening for command (as an O-5, generally with 15 or so years time in service), as an active duty aviator you will have had at least five years where you were serving in a non-flying billet (three years as an O-3 (LT) - O-4 (LCDR) on a dissociated sea tour, and two years on a staff or Pentagon tour). There are very few flying billets available for those tours, and as you can imagine, they are INCREDIBLY competitive. Which means that if he stayed flying for most of his career, he had to have been the best of the best, absolutely excelled, and worked extremely hard in order to stay competitive for those extremely competitive billets.
And that's not even speaking to the fact that he's a test pilot (and therefore was admitted to the test pilot program, and graduated from Test Pilot School).
And the fact that he walks into the room with Cyclone and Warlock, is briefed on the mission requirements, and IMMEDIATELY gives them a viable game plan that lines up exactly with whatever their team behind the scenes had likely been working on for months.
My point is, Mav is incredibly smart, and worked VERY hard on his career. And I think that's very cool of him! He loves flying, and he loves aviation, and he loves planes, and he worked DAMN hard to promote while keeping himself in the air!
