Hhhh sorry, this got long, but I felt the need to add this:

With Luigi's mansion 3 out, I'd like to add that the MOMENT Luigi saves Mario and he's had his 'Oh shit, I'm alive' moment- this character who canonically doesn't speak more than one or two word sentences 99% of the time (ie not speaking in the Mario Party games when everyone else does, same with the Mario tennis aces cutscenes)- his first response when he sees Luigi is to get all giddy and say "Oh yeah! Yeah! Way to go, Luigi!" And then he literally throws himself into a hug with his brother. And judging by how Luigi isn't knocked off his feet, Mario barreling into him for hugs is probably a pretty common thing!

Not only that, but Mario has risked his own life to save his brother, just as willing- if not, more so- than he is with Peach! And Weeg has done the same, constantly facing his fears head-on to save his big bro. They're each other's top priorities.
