Actually, in most “Developed” countries not listening to cops is not against the law either.

If a cop is detaining you, then yes, you have to follow instructions. If you are not detained though, you legally do not have to say or do a damn thing they tell you. If they kill you over that, they were a murderer, and should not have ever been a cop.
