her crush doesn't even know what's going on. sure he's found out about some deaths but to him she's just the cute tsundere. she'd prefer if it stayed that way. she denies her feelings harder than ever after what happened the first time. if she's found out as the psycho killer who's been killing those girls everything is over. she can't give any indication that she likes him at all, let alone enough to do that.

I know the normal answer is "they just aren't smart enough for it" but idk I've seen enough media where a character uses a spell in a moment of brain-off panic ilI feel like animals could probably stumble into a spell or two like, accidentally

Either through observing or just figuring shit out ravens could 100% learn how to cast spells I'm sure of it

Dogs can also cast Magic Missile but every time they do the projectile is shaped like a bone or a stick and they chase after it

When you become the enforcer and protector of capital, you are making the deal to be slightly favored by the system over others like you, in exchange for being its servant. Your solidarity is with the system that you serve, even if it hates you.

If you want solidarity with those the system hates, you cannot be the system's servant and defender.
