Oh sorry, yes, Jack Aubrey is a fictional character who greatly enjoys puns and is also a sailor who thinks often about the weather, I was just struck by a mental image of him trying to tell this joke because I think he'd love it. This is the sort of guy he is:

Cur-tailed – cur-tailed. But I doubt I should ever be able to get it out gravely enough.’
