based on this THAT I WROTE SO DONT EVEN TRY I SWARE basically a tribe where everyone is allowed to display emotion (do normal stufmnfg) except for the chief (because its seen as weakness oo aaa) the only time the chief is allowed to display emotion would be during a fight because a tribe member died , due to loss of personal numbers they have to cut some of the enemy tribes/clan/colony/WATEVA so they dont lose in a (hypothetical) war.

the world would most likely be on some avatar shit, or i could make a silly excuse that oh some researchers stupidly sent their equipment into the water because they had 'no use for it' and it unfortunately had trace elements of what they were working on which was to inject humans with certain biochemical enhancements to overthrow the government or something then it failed MISERABLY killed millions (yes because we're literally a billion already so i estimate by the time we get those good tech enhancement bullshits a million would just be pocket change) then the lab didnt have enough money for funding anymore so to hide it and continue their research they dumped it into the ocean, with a tracker, so they know where it would be but it was inside an unknown entity since it went through depths, when they caught the entity (sea creature) they didnt know that it would kill itself (through combustion) which caused the spread of the biochemicals
