No, I want to know why he can accurately predict all these things.

Billville was established in June of 1952, and if you're on the Stan twins born in 1951 timeline, then Em could very easily have been born that year or a little earlier or later.
Madeline may not have been her mother, but I'm thinking she could have been her father's sister or other relative. (Also, the woman who didn't believe any of Bill's/Silas's b.s. was Emmaline (like really close to Emma May, but that's just me already reading too much into something I'm already pressing my eye up against the lens to see)).

But could her being born there or even raised as a very young infant affect anything about her? Giving her just the smallest ability remnant of what Cipher could do.
After all, if Bill can predict aspects of the future and grant people certain abilities or knowledge of truth, why can't it be inherited depending on your exposure to him?
What if Emma also has some somewhat mundane ability that's a fraction of what Bill can do? Something like remembering almost every dream she's ever had or predicting the market price value of fish?
And now the line trickles down, and Tate has also been given something no one else can do, and he doesn't talk to anyone about it.
