Hey remember when I made up some angsty lore fic where I speculated about Toffee's backstory and the climax was Moon just fucking raiding Septarsis and bodying god knows how many locals?
Hahah wouldn't it be funny if that was actually the canon explanation all along but they didn't tell us because they knew how bad it sounded out loud?

This is basically going to be an essay sooo TDL you're basically right, but she wasn't the only one.
So we see a little of queen solaria's rule, and her people. Even though they faced constant monster attack, the majority had no real interest in supporting queen solaria's war. This led her to desperate resorts to achieve her goal of getting rid of the monster threat in mewni. Yes she used her magic to create solarian warriors (and we'll come back to that) but she also brought power families in mewni together. She made allies with the spider bite kingdom and the Johanson tribe (the family star's dad came from) it's notable that these families are very mewman but lacked magical powers so they either came from earth from different magic portals or they used to be part of the butterfly Queendom but split off for political reasons. It makes sense that she would ally with them regardless of their political past though, considering her bias. The surprising part is that she also found allies with demons, the kelpbottoms and the ponyheads, all believed to be native mewni inhabitants also known as "monsters" I believe this choice came out of desperation. All evidence of her rule suggests that queen solaria has very still support for her war at home. Even her own daughter sympathized with monsters. I think the most drastic this solaria did, however, is assembling the magic high commission. This title did not appear in any chapters before hers. I believe solaria went out of her way to assemble beings of pure magic to strengthen her cause and reduce mewman casualties. She gave them political power and significance to aid her cause. I believe this act is the very turning point of the story.

Despite her own support of monster kind her chapter is full of monster killing spells, including the only known spell that can kill a septarian, which we know she used more than once thanks to the marks on her arms. However, I believe she was pressured into continuing a war she didn't believe in. Eventually she ran away with globgor and had meteora. I believe this is a decision spurred by the threat of the magic high commission, who granted political power under solaria for the duration of the war and did not want a half monster queen to take the throne in the future. If Eclipsa ended the war, they would have to go back to their isolated magic jobs. In her chapter, Eclipsa mentioned that her friends also liked monsters. I believe support for monsters was still strong at this point, so if the magic high commission wanted to remain in power they had to get rid of monster sympathy.

After the magic high commission got rid of eclipsa and her family they placed a puppet ruler on the throne and used this as an opportunity to cement their power in the Queendom. In her chapter festiva took mewmans into the castle for a non-ending party while the magic high commission took what was left of the solarian army to commit a genocide against monster kind. Mina mentioned there used to be many solarian warriors but they eventually went mad for some reason. I think without solaria's magic to keep their minds stable, the magic high commission pushed them to their breaking points and left them to self destruct when they were no longer useful. They purposely kept the details hidden from festiva and the people of mewni during this process to cover up their war crimes.
Eventually she two daughters take the throne. While crescenta's rule is considered controversial at best, her rule seems to be in direct opposition to the magic high commission. She ends the war/genocide, rebuilds mewman infrastructure and monster government as well. I think it is clear by her actions that monster governments were completely destroyed by this point and she took it upon herself to fix what was left, in her own control freak kind of way. It is interesting to note, that despite how she comes off and her obsessive need for control, she seemed to bring a tentative peace to mewni and significantly reduced the power of the magic high commission. She's definitely an example of "the ends justify the means".
We do not end up hearing much about the "monster war" or the magic high commission again, until queen estrella takes over. Her chapter is full of drawings of mewni, including monster territory. She also draws pictures of her family and things she discovers on her journeys through mewni. She also frequently drew pictures of the meetings she was forced to go to with the magic high commission. One mentioning set and archduke batwing. It almost seems to be making fun of them and ommittaxis comments that she's being rude. It seems that favor for the magic high commission is at its lowest point under Estrella's rule. Interestingly enough, Estrella who seems to have little interest in being a ruler, hold the position as queen longer than anyone else and even allows her daughter to spend most of her life in a different dimension away from the problems of their own country. I believe this may indicate that Estrella was plotting something similar to queen crescenta. However something went wrong and she had to call her daughter back immediately to take over. She only sticks around for a year and completely disappeared after this. Star even mentioned something about a grandma farm though nothing more is noted on the subject.
This is when queen comet takes over. It is noted in her passage she does not have a high opinion of monsters, calling them "Beasts in the forest" because they do not "savor" their food. Despite her callous opinions she still manages to make connections now king batwing and start working towards peace, though she mentions that the magic high commission is very against this. Queen comet rules as if power is and everyone else's problems are a simple inconvenience that can be fixed with food.
The book and show both say that toffee kills her, even though the book makes it very clear that Seth is still in charge of the rebellion at this time. While I have no real reason to believe toffee didn't go rogue and kill comet for being considering, I think it's worth noting that, historically, the magic high commission have gone to extreme lengths to maintain their power and respect in the mewni Queendom and I would not put it past them to get rid of her for their own benefit.
This idea is backed up by moon's chapter, who after making a deal with queen Eclipsa, not only stopped the monster rebellion, allowed the magic high commission and her army to set out on yet an other genocide against monster kind to take revenge for her mother. It's not clear when, but eventually queen moon calls back her forces and continues to rule the Queendom alongside the magic high commission who are finally enjoying the power they used to have. Though they do clearly mess with star and try to gauge how much of a threat she will be to their positions.
Actually, I just read Glossaryck's foreword in the Book of Spells, and it said that he created the Magic High Commission to be the contact points between the Queen of Mewni and the Realm of Magic, so doesn't that mean that every Queen of Mewni since the first has had a spot on the MHC?
Maybe Solaria was just the first queen to get the MHC involved with Mewni’s political affairs. Maybe she and Hekapoo convinced them that Monsters were a threat to magic.
That's an interesting point, since the information between the two books does seem a little conflicting. I like your take that glossaryck made the high commission and the maybe solaria gave them political power and connection? I still find it suspicious that so many monsters had dimensional scissors and such that were clearly made by heckapoo. There's a lot of little details in the narrative that just don't add up, but that makes it fun to play with. Just how deeply invested were the MHC in the mewman conflicts? What exactly were their roles and loyalties? Did they even have an end goal or what we understand as free will?
Back to the heckapoo topic, Marco had to win his scissors, proving he was worthy. Were all beings allowed to compete like this for her scissors? Did this affect her feelings and actions towards monsters and mewmans?
Omnitraxus Prime could see all possible futures and had to keep balance in the universe. He was the most ridge, but predictable member of the MHC. Did he see the future of magic being destroyed and killing him. Was this somehow the future he felt was best for everyone or was he actively trying to stop it, suggesting his powers were limited?
Lekmet died early on, but nothing seemed to change after his death, meaning these magical beings were powerful but not necessary to the survival of the multiverse. This is, however, in direct contrast to Ommittaxis Primes's purpose for existence. How much of their own lives and purpose was a lie?
Reynaldo the Bald Plate was the only member of the MHC to officially be banished from his duties in the mewni Queendom (thanks to the rhyming curse of queen rhina)and sent back to his original purpose overseeing the flow of time. Clearly their purpose and powers aren't tied to anything political, but he did complain of the crushing loneliness of the job.
There's so much going on with them, and their stories, it's hard to say for sure what the truth is but it all makes for an interesting story regardless.

I love Toffee so fucking much. Like it's not out of habit I'm saying that. LIKE I GENUINELY LOVE HIM SO MUCH THAT I AM SO OBSESSED AND CRAZY FOR THIS MAN. I am so hyperfixanted on him. If I hear the word Toffee I'm like..

I was thinking about my old TMNT OC and gave her an update look.
She was an experiment for the E.P.F. to make a human operated Krangdroid. She worked well for the E.P.F. to keep Earth safe but was eventually abducted and reprogrammed by the Foot clan because the old foot emblem looked cooler. There were others in Project Senshi but I haven't gotten around to redesigning them yet...
Anyway I love her and I want to keep playing with her design~
