The thing is, it is an overstatement to call OSHA maia an OC. For example, things OSHA Maia does not have:
A name
a gender
A face or physical description of any kind
a substantial personality
specific interpersonal relationships (aside from, apparently, a grudge for Glorfindel and his irresponsible hairdos)
Things OSHA maia does have:
A hard hat and high-vis vest
