The actual title is “Velkommin,” composed by the amazing Stan LePard. Stan was responsible for a lot of music Microsoft used in its games (Flight Simulator X, Halo 3: ODST and Halo Reach, amongst many others), and passed away suddenly in 2021.
This piece in particular has an interesting history: it wasn’t actually composed for Windows XP, which is why is so different from all the XP Sounds and Music (composed by Bill Brown). Instead it was composed for the Autorun Screen of the Internet Explorer 3.0 Starter Pack! Because the web was new and exciting and cool, so why not make the installer CD play music and show off that fancy sound card you bought!
Wait? CD? Yep, back in the early days of Windows (think 3.1 or 95), computers didn’t ship with a Web Browser by default - the web was too new. You had to go get one on disk or CD (assuming your computer even had a CD-ROM drive at all), often for free but sometimes for a few dollars to cover the production costs. Hell, even if you had a way to download a browser, it was still probably faster to go buy the CD: dial up is SLOW, and in 1995 few-if-anyone had anything faster than ~24kbps.
And since Stan did a ton of other music for Microsoft, they had him do this too. When Windows 98 was in production, they even had him remix it to use for Win98’s Welcome to Windows app - though they ended up going with a different (much shorter) song. Stan shared that remix a few years ago: https://youtu.be/EBp0_v81vHc
