Steve and various other known characters are listed as notable former members (because we still have no official confirmation of the Avengers team as rebuilt by Sam). Please note who is NOT listed there. Former HQs are Avengers Tower and Avengers Compound. Former affiliations are Shield (which doesn't exist anymore) and the United Nations for Tony's faction when they signed the Accords. Notice that the Avengers were never and still are not considered aligned with the government. They are considered *Active* because of Sam and Joaquin - as well as any other

Now by contrast, the "New Avengers" (not new Avengers) share no membership overlap with the Avengers, their headquarters are named differently, and oh would you look at that, affiliated with the government.

The New Avengers do NOT reside in Avengers Tower. The building was purchased by Val and EXTENSIVELY remodelled to the point where it's not considered the same building with a different name anymore, but has a different entry. Funny, that. The Avengers Tower is affiliated with the Avengers. The Watchtower is affiliated with the New Avengers and oops, Val's private company.
