You trusted your brother to take care of the kid you picked up and took care of in the war. You keep your network completely compartmentalized. You're a blackmail king. You will never die. You never planned to die, not permanently. When you were caught, it was clearly part of something larger that didn't work out. Your last wishes were rushed and unrehearsed, and in your last moments you decide to trust your brother with your will, because thats all the dead can do.
