Noel lives under constant fear of being exposed for his incestuous habits, so to beat any potential accusers to the punch and diffuse the situation he cracks jokes and makes comments about it, showing that he doesn’t care and any would be whistleblowers would be retreading the same ground he already acknowledged and undermined by making a joke of it. The problem is that literally nobody around him at any moment in time has ever even considered accusing him, so he just talks about incest out of nowhere for no reason and makes himself look like he thinks about fucking his brother all the time (he does)
