So since they never codified the Super human registration act in Civil War, what would you like to see? I really wish more superhero work addressed the legal and ethical issues of vigilantiism like Watchmen did.
Oversight and whatnot ARE important, so registration feels like it should be necessary... but only to a certain degree. For instance, if you're going to engage in vigilante activity, you have to note a codename, a general area of operation, powers, detailed description of costume appearance, any known enemies, etc. That way if someone breaks out of prison or is on parole, it's known that they may be going after that hero in revenge. In turn, if you're a vigilante who has broken the law or there's a warrant out for you, the registration allows people (in particular other heroes) to keep an eye out for you if you're still trying to engage in activities. Some would argue that revealing a secret identity is necessary in that case there should be a right to privacy, as well. You still need the registration to actively engage in superheroics, but it's there - again - just for the legal bureaucracy necessary for general oversight as part of the regular legal system. I'm sure others can tear this idea apart, but that's where I see it being beneficial. Aztek, a short-lived DC character, featured a form of superhero registration like that.
Personally I liked what My Hero Academia had for people with super powers. "Hey, you got powers? Cool. Wanna use them in PUBLIC?! Awesome, go take a safety class and get a license. Otherwise keep those powers at HOME" You didn't even HAVE to register as a crime fighter, you could just be first responder doing search and rescue in the mountains or join the coast guard.
