Reasons consensual shipcest is so narratively juicy:

it's a culturally forbidden relationship, much more so than simply a queer relationship in modern western society.

characters are culturally expected to spend time together and be intimate with one another but NOT to develop a romantic relationship

socially forced to hide a romantic relationship when it develops

characters may have a LOT of shame and hesitation about their feelings for one another

relationships tend to be abnormally close, toxic and codependant

there's so much room for their behavior to be perceived as strange and overly close or awkward by other people, but most people won't immediately jump to guessing they have a romantic relationship

lots of room for misunderstandings and jealousy

lots of room for shenanigans when characters have to hide their relationship

lots and lots of room for angsty pining for each other, feeling dirty or sick for wanting a relationship. Lots of room for "we have to stop this" "I don't want to."

Basically there's just SO much emotional and social conflict you can wring out of an incestuous relationship between two characters.

the dumbest shit to me is anons (or otherwise) who will send a message to someone drawing or indulging in shipcest and be like "aren't those two related...?" as if the person receiving their message will suddenly have their eyes opened and feel the sins crawling on their back, exposed for God to see where they can promptly prostrate and beg for holy forgiveness

Like no shit dumbass that's part of the appeal, if you don't like seeing two fictional siblings/cousins/whatever kiss then filter and block. you're old enough to be online you can figure out how to handle yourself.
