the naming of hunger games characters is absolutely masterful. each one could have a whole page written about it, and tho i can't say anything that hasn't already been pointed out a million times, i do want to highlight one generality. most of the names in the districts are one of two things: common words (altered or not) to become names, often in line with their district's culture (Gloss, Thresh), or phonetic shifts of contemporary common names (peeta being derived from peter). this suggests, without changing how the characters speak, the idea of linguistic evolution, which in turn is representative of change and of local cultural. the districts are a people in dialogue and evolution with one another. and now compare this with the names of those in the capitol. off the top of my head i think of Plutarch, Coriolanus, Flavius, fucking Caesar. these are, one, roman names, which further serves to reinforce the comparison between the capitol and rome and all that entails, but these roman names, names that have been etched in stone and unchanged for millennia, are a stark contrast with the alive and dynamic names of the districts. it's just another (not so) subtle way that collins reminds us of the differences and the values of the capitol versus the districts.
@flying-ham yes!!!!!! this is something i really wish they had kept in the movies because languages evolve so quickly, especially when groups are geographically isolated. and from what we know, even tho people in the districts have to watch capitol propaganda, they don't encounter the capitol accent nearly enough to actually pick up capitol ways of speaking. like think of how different a queens accent is from an alabama accent and how different that is from a so-cal accent, and then put those groups in a bubble with no contact for a hundred years!
if they had kept the accents in the movies, it would have been a really good way to show the differences between the districts and the capitol. like if i was in charge of the accent coaching on thg, i would have kept the capitol accent as close to "general american" as possible, like we're used to hearing in movies and tv, i would have given districts one and two lighter californian/western-american accents (more contant and proximity to the capitol), and then in the other districts, i would give them very strong accents associated with their region ("surfer" or valley for district 4, appalachian for district 12, etc.).
i think there are a few reasons they didn't do this. the first one being, it probably wasn't practical to either a) find actors able to do these accents or b) hire accent coaches for 90% of the cast. but i think another major reason that shouldn't be discounted (putting my tinfoil sociolinguist hat on), we as english speakers have a lot of ingrained prejudices towards the way people speak and their accents. if our protagonists had strong regional accents, that would almost certainly inadvertently bias audiences against them. because, yknow, we all are the capitol in the hunger games narrative.
