It was just another day in Police Plaza, especially for Commander Trouble Kelp, even as cliché as that sounds. My whole life is a cliché, he thought, grumbling as he picked up a stack of files. Oh Commander I need you to sign this. Commander can I get overtime? Commander Kelp, I need two weeks vacation, so I can go to the surface for a family trip. It’s little Jimmy’s first ritual and my wife and I want to make the trip memorable. He rolled his dark violet eyes, walking out of his office. Oh he had heard it all this week and it wasn’t ending anytime soon, unfortunately.
He went around the cubicles, tossing a file or two down on each desk, without saying anything to the fairies that occupied the office space. What was there to say to their groans other than to suck it up and do their jobs? He kept up with his daily routine, stopping only briefly to hear what Grub had to say about that weekend’s upcoming dinner with their mum. He sighed and just nodded. He didn’t have time to take off work, but it seemed like he’d have to because if he didn’t, he’d never hear the end of it from the two of them. He ended the converstaion by tossing a stack of 4 files onto Grub’s desk. The elf actually liked doing paperwork and only Frond new why.
He continued on his way, the last set of files needing to go to Foaly, as they were approvals for his latest project. Hopefully he wouldn’t regret signing that budget for the centaur. He didn’t have time to deal with a crisis because one of his inventions malfunctioned. Granted, that didn’t usually happen, but you honesty never knew. He just hoped it was going to be something useful.
Up ahead, he saw a familiar elf, just standing around. “Captain Kelp! Shouldn’t you be on patrol?” He called. It was pretty familiar with everyone’s schedules, but sometimes he did mess up. He couldn’t remember if Kelp was on first or second shift, but he was sure she’d correct him if he was wrong.

“Ahh, no Sir. My shift just ended actually…” She’s got her helmet nested in her arms, hummingbirds on her back and her faithful neutrino still in it’s holster. “Two riots handled, lassoed a few goblins hurling fireballs at City works sprites.” If he looks closely, her suit is a bit melted. She’s clearly hiding it with her hair. Yes she spoke to one of the warlocks about it. And yes, she noticed it only after she had sent in her report.
Trouble nodded. “I see. Very well, I trust it all went smoothly?” He asked, looking her over to make sure she was injury free. He made a face when he noticed the portion of her suit that was melted. Oh great, a work related injury. But when working with goblins, that was sometimes expected.
“Ah Captain? I see your suit is a bit damaged there. Do you have any injuries? Have you filed a report about it?”

Holly laughs for a solid minute when the devious little idea works its way into her brain. Oh, this really is too good an idea to pass up the oppor- tunity! So much better than sitting at her desk, too. Paperwork can wait when she has a chance to prank the great Julius Root.
First, though, she needs someone to help her. It’s less fun if you don’t have another person to laugh about it with afterward, in Holly’s opinion. Lone wolf mentality is so boring when you have the option of bringing a friend, so to speak.
Which is why she seeks out Trouble Kelp and gives him a gleeful look. A look that most fairies in their right minds would tell you to run from and never look back.
‘ Oh, there you are, Major. Have a minute? ’
Most fairies would also tell you to be worried when Holly Short addresses anyone apart from Commander Root or Wing Commander Vinyaya by rank.

It was just another day for Trouble Kelp as he sat doing paperwork at his desk. Ugh. He missed being a Captain and being able to do field assignments. But Commander Root was right when he said that the promotion was what would benefit the LEP the most. He couldn’t help but think, however, that perhaps he could make the position a more hands on thing... that would at least take some of the boredom away and give him more to do. It would more than make up for not travelling to the surface as often,
He looks up as Captain Holly Short walks into his office and bites back a smile as she addresses him. As he notices the look in her eyes, he knows that Holly was up to something, which was not out of the ordinary for his best friend. Not at all. Most fairies would be worried about this, but Trouble knew that if Holly had something mischeivious on her mind, that he wasn’t the one that needed to be scared. Her target however...
He sets down his pen and closes the file he was working on. “I might have a moment to spare, Captain.”

The LEP: Lower Elements Police
The LEP is the “Lower Elements Police,” and is, in short, the fairy police force. They do all of the jobs done by our own police, such as catching thieves, enforcing the laws, and general crime fighting. However, they have one extra task, which also happens to be the most important of the lot, the LEP must ensure that no matter what happens, the humans NEVER discover the existence of the fairies.
The two sections of the LEP which we deal with the most in the Artemis Fowl series are LEPrecon, and LEPretrieval. These two sections work very closely with each other. If something goes wrong on the surface, such as a troll escaping, or a fairy risking the chance of being noticed by humans, a member of LEPrecon will race to the surface in a pod and then fly to the source of the trouble and carry out observations on what is happening, in other words, reconnaissance (ie. recon). Of course, in some emergency situations, the LEPrecon fairies may become involved themselves. The slower LEPretrieval teams make their way to the surface in the chutes, and then do whatever is required to bring the rogue fairy in and then remove all traces of the fairies.
The LEP has a hierarchy similar to our own. At the lowest level are all the recruits who do the standard, every-day tasks, such as traffic duties, and patrolling the underground. Above this are the officers. Corporals, Lieutenants and Captains all still operate in the field when needed, and not just behind a desk. These are the ranks which LEPrecon sends to the surface, and which command the LEPretrieval teams when they arrive at whatever situation required them.
The rank, above Captain, is a Major. This is a very large step up, as Majors very rarely operate in the field. Instead, they plan and organise operations from HQ (ie.Police Plaza). At the very top of the LEP are the four regional Commanders. Each one is in charge of his/her own region, for example, Commander Root’s region is Haven city. The only authority greater than that of the Commanders, is that of The Council itself.
