In the “18 years ago” cold open with Hal, we get another interesting tidbit of lore. Thjazi tells us about the beginnings of arcane limitations in Araman, arcane limitations that seem to have only tightened since. And who were the first to be limited?

Warlocks.

Warlocks, who are generally isolated. Even if they have an organisation, it generally wouldn’t have that much political significance. Warlocks, who perhaps already have a reputation that is. Not the most stellar.

Warlocks, whose soul can escape the death bottleneck that we’ve been told amplifies the strength of house Tachonis. Whose souls can’t be used to fuel Tachonis magic, who can escape their posthumous control.

There is something about the clueless specifically human rich almost nobles completely missing any of the red flags of the disappearance of House Royce and Davinos paired with her knowing of Halandil Fang. Knowing he is someone to know. That he's a famous actor, and his controversial rebel brother was just hanged and she asks him to play the harpsichord showing her ignorance of who Hal is and who he is to the city. What he's actually known for.

Whereas her orcish companion is unsettled. He understands the relationship between Thjazi and house Royce he sees how weird the timing is, he sees the working class families shouting at the gates, he meets the brother of Thjazi Fang who was not given any word from his extended family.

The coverup for the disappearance of House Davinos and Royce seemed to work on humans/ human nobles/wanna be nobles.
