any size of headcount a system could have is valid and is absolutely plural if you want it to be plural. whether the headcount is less than one or over one million, they are all valid and all equally capable of being managed compared to any other headcount someone plural may have. there are no headcount restrictions on what counts as being valid and happy as your plural self.
