Hawks growing up with the Commission, headcanons ~
notes: this on is pure self indulgence, what a great way to start off my writing on here again :-)
from the very start, Keigo came with this switch; he learned it from all the hours spent watching heroes on tv, he soaked it all up, how they talk, the phrasing, the way they carry themselves
he used to practice in the mirror at home
and now it suddenly because very useful, because his handlers seems to love the way he can go from cold, distant and focused, to charming, bright and charismatic in a second
occasionally, he'll a handler that is a little more... humane towards him than usual, someone who seems to be genuinely interested in him and his well being, and it always makes him feel a glimmer of hope
but they always seems to quietly disappear as quickly as the arrived, and after a while, Keigo just learns to not give them a chance to show him any sort of mercy
every year, the commission makes him watch and study the UA sports festival, for obvious reasons
and while he does that very well, there's also a part of him that can't help to notice all the other stuff, too
like how they're working in little teams, how they all know each other, seeing groups of friends cheer each other on, classmates watching together on the bleachers, and he cannot help but feel a little longing
these kids are so powerful and talented, and they get to have friends?
he knows he's lucky to be where he is, he does, but sometimes he wishes he was one of those kids
the first time he truly rebels against the commission is when he is 15 and pierces his own ears
they get infected and bloody and horrible, and his handlers are not happy about it
but just before the holes grows shut, one of the people working security for the commission smuggles in some red studs, actual, real jewelry
it's the first thing that is truly his in many, many years, and Keigo treasures them for the rest of his life

You know there are many dumb things in bhna, from bakugo heartfelt diy to how Dabi is even alive. But what takes the cake is when hawks, poor keigo, had to apologize for having:
A. A abusive villain dad
B. Working as a double agent to protect japan
C. Not telling anyone he was a spy while spying
D. Killing Twice who the public only knows as a faceless villain and terrorist
He apologized for that and right after a game day snack was made out of his wings. Like how would you even apologize for that?
"I'm sorry my dad was abusive and turned to a life of crime, I wouldn't have chose being born to him if I could, kinda out of my hands. Sorry I had to be part of the hero fbi and do what no hero wanted and also didn't tell people I was part of the hero FBI in a major double agent operation that would have killed me before getting any the useful information to stop the destruction of Japan. Lying isn't right, I get it my bad. Sorry I had to kill a powerful villain who has committed serious felonies and would have aided in the take over of Japan after offering to spare his life, I didn't want to offend any pacifists. I'll try next time."
I'm sorry if I'm missing something but man the commission PR team is just the worst and the public is so fickle too. I mean imagine if this really happened and we made fbi agents go out and apologize for intercepting a terrorist attack. And we as people judged the agent for doing their job. You think with as national bhna Japan is in hero society and having the best quirks and supporting heros until it's so toxic it rejects people into becoming villains, hawks would have gotten like a parade or something. But no he had to say sorry.

When I read the manga, it absolutely broke my heart how dirty society did Hawks. He’s a man who risked his life more than any other hero imo… because it wasn’t just one villain he was after. It wasn’t just one person he was trying to protect- it was a whole damn country. Hawks’s mission was to save the entirety of Japan from destruction, singlehandedly. Let that just sink in for a minute, okay? Think of all the things he had to do; the extensive research, the masking, the emotional damage he got from this. He had to meet with the very people who he worked hard every day to protect his community from, be in their territory, act like he was their friend. It clearly hurt him in a lot of panels.
This gentle man who just wants a carefree life had to hurt people, he had to lie to his number 1 idol and hero, Endeavor. He blames himself for the long scar Enji got down his face. All because he led him right into that battle just to gain Dabi’s trust.. and it happened in his own city. It haunts him. All the things he had to do haunt him. Yet, he hid it with a smile.
There was so much he wanted to say, he wore a smile, but his eyes said “help me.” He couldn’t say a word to the other heroes, though. That was not allowed.
It must have been terrifying to wake up every day and go to the League of Villains headquarters, put on a fake smile, and infiltrate at the cost of his own soul.
Yet, despite all this, Hawks still kept his soul. He still formed a real connection with Twice because he’s human, he’s still curious and hopeful, he’s still young and naive, he still wants to save everyone he thinks has a good heart. But because he is an agent, Hawks had to throw those feelings aside and (rightfully) take him out to save the country. Even though he desperately tried to avoid his vitals first.
In that fight, where Dabi’s flames burned all around him, Hawks knew he might die for this cause. And he was ready. He was.. eerily emotionless when his wings got burnt off. It was almost as if he had already planned this possibility out in his mind and now that it happened, he was desensitized, even to the pain. He would have died if Tokoyami didn’t show up.
But hawks lived. And as soon as he found out he was in fact still alive, he left the hospital and kept moving, just like a soldier. He went to the press conference already knowing what he was going to say, what he thought he was supposed to say. No more second thoughts. Apologizing for everything was the best thing he could do, right? He genuinely did feel like he was at fault for this, after all. For everything. And he was sorry.
Apologizing for everything he went through, that pain, that guilt he carried with him ever since being born, and now the guilt of his own work that he was ordered to do by the government… was valid to society. ‘Scumbag. Murderer. He should feel sorry for being born, he should feel sorry for not telling us classified information. He’s not pure enough to be a hero! There’s the blood of a villain coursing through his veins.’
He knew that’s what a good majority of people at the press conference were thinking. He could see it on their face, hear it in their screams. And he accepted it all with a bow.
That press conference was very sad and infuriating, but I think a pretty accurate depiction.
The people don't know or don't care about what Hawks went through. They don't want to understand him. They want to blame everything on a scapegoat, and between the villian father and killing Twice, he became the perfect target.
I mean, since Endeavor became the #1 hero we see more and more of society just wanting to blame everything on the heroes that are trying to protect them.
They don't WANT to understand Hawks, they believe they're owed everything not just from him, but from all the heroes. They really do treat the heroes like they're not like everyone else, like they make mistakes or have limits.
It seemed like they tried to turn on Endeavor, but when it didn't work, they turned on Hawks, and they turn on Deku, a kid who just wanted to help people, a kid that had really didn't have a choice in being the Loves target.
They didn't even care that he was a fucking kid, they wanted to deny him shelter (a place he had been living since All Mights retirement. A place he had a right to!) even if it meant possibly sentencing a kid to death, because his presence could effect THEM.
Guide to Writing Hawks
Be physically expressive! Hawks is extremely gesticulate; this is one of the first things we learn about him. He uses his hands to talk just as much as words, that zipper movement from him to Endeavor, to the way he shrugs and waves his hands around when talking to Endeavor and Tokoyami. Some of his gestures are also downright unusual and add to general sense of offbeat charm - he shouldn’t be rigid or stiff when talking, generally, especially with an ally. He’s a dynamic, expressive character - don’t let a simple ‘said’ suffice for a sentence he probably emphasizes with body languages.
His pupils change size. Something interesting for other characters to note is Hawks’s eyes and their tendency to change size. The factors seem to be emotional and while there isn’t a very solid explanation as to it (besides basic biology), this is noticeable in some panels and anyone talking to Hawks might even note it.
Hawks has a very offbeat sense of humor and there’s a pattern of people wondering if he’s genuine or mocking them. Hawks has left a few characters rather taken back with the things he’s said, even admitting he doesn’t “like holding back”. This lack of seeming care for a seriousness of a moment or topic(or maybe he does care a lot) both surprises people and somewhat offends them because it comes off as him mocking them (and he may very well be). Basically Hawks, with most people, keeps everyone on their toes by saying things that others might not want to say or find impolite or improbable. He’s not the type to generally hold back; and that makes him a mixed bag to interact with, especially if your character is straight-laced.
He can and does get thrown off his groove! Hawks isn’t just aloofly carefree; things do bother and get to him. He’s more likely to show this sort of thing in private, alone. But once he’s thrown off, his usual aloofness fades and he shows more negative emotions, which usually doesn’t happen. He’s more likely to make ‘fiercer’ faces, more likely to be less gesticulate, and stiff.
Hawks has a bit of an independent thing. While Hawks seems to make great support in battles, it seems his natural inclination is actually to be a lone act. He went to take care of the small noumu mostly by himself in the High End fight, and he clearly doesn’t wait for his sidekicks or intern to dispatch villains with him. He’s on his own time, and so something to keep in mind is that he’s more likely to be an independent in a plan.
Hawks has a dialect and you shouldn’t be afraid to localize it - as long as it’s used sparingly! Hawks generally speaks standard Japanese, but he’s used his local dialect twice in the manga, one when seemingly taken aback and amused by Endeavor, and once in a more contemplative moment to himself. The dialect is called Hakata-ben and generally, when shows up in manga or anime, American localization choose to portray it as something a bit ‘country’. This is a little difficult given the most common dialect in Animanga is Osaka-ben and either localized as Southern(Texan) or Brooklynese. When Hakata-ben shows up, the American translators might go for something a bit more Appalachian and rural, even though Hakata/Fukuoka is definitely a city. Keep in mind to a Japanese ear (and other characters) who hear this would definitely associate a more rough/working-class background with this sort of dialect. Whatever you might choose when writing, just remember this is generally something he uses sparingly compared to other characters with a dialect, but also that as a child he would most likely spoken primarily in the dialect.
Hawks is incredibly observant and thoughtful - and so much of this is through his senses, even if he’s also seemingly intuitive. But this is never apparent right off the bat. Remember that Hawks has been shown to have very good eyesight and hearing, and that one of the major functions of his quirk is feeling/hearing vibrations through feathers. He has an excellent scope of his environment most times. He’s basically an information sponge, and is shown to hunt for more info using lots of different ways (also a sign he’s incredibly resourceful). But all of this is something that people never seem to expect from him until they’ve seen all of it in action - and even then he does so much with ease that it’s hard to tell how much work he puts into his actions.
Hawks is….quirky. And not in the quirk way! He hides his mouth when embarrassed or called out; doesn’t really care for social norms, and also likes to banter during fights. He happily admits to being a bird! He’s an oddball! Don’t be afraid to write him as one!
He really loves food. He kept talking about it on his meeting with Endeavor, asked to finish his food, mentioned cooking techniques in his banter. No wonder his favorite thing is chicken. EDIT AS OF 9/11: Hawks has a confirmed sweet tooth! In fact he finds the brewed coffee like mud has a preference for cheaper and sweeter canned coffees, even mentioning he just wants something sweet!
Most of all, Hawks is written as a character who thinks deeply about himself and the society he’s rose to the top of, and his place in it. He does care about other people - his first question is about casualties from his infiltration mission, he also doesn’t see an issue with lending a hand. He even treats his hardworking intern to a night flight! This isn’t done without second thoughts; he clearly expresses dissatisfaction with his life as it is, which is why he wants to change the society that makes it so. He yearns for a world where heroes have more free time. Any writer can take that in so many directions; but there should be an acknowledgment of some sort of dissatisfied yearning when you write Hawks. Whether you choose to delve into his circumstances and portray it as a tragedy or not, he’s a complicated character with an ambiguous and self-aware air about him. Treat him as such.
Hawks doesn’t deserve this precious bird boy, but here we are (again)…
