Rabbi Wosner began the meeting stating that "recently an epidemic has taken hold deep within the community, whereby even respectable men from the Haredi community are going out at night to dubious and problematic places, which are hostile to the spirit of chachamim (a Talmudic reference to filthy places)."He went on: "The phenomenon is becoming more and more widespread, and we have to put an end to this".A participate at the meeting said to Kikar Ha'Shabas: "Everyone at the meeting understood that Rabbis Wosner was talking about young men who go out to pubs, betting casinos or even worse."Rabbi Wosner asked for volunteers to work for his new specialised Mishmeres Ha'tznius, and "follow these partygoers - who slip out late at night to satisfy their dark desires - and expose them publicly. Only then will this phenomenon end". Rabbi Wosner went on to say that when he live in Bnei Brak, he established a similar secretive volunteer committee and it was very effective. "We disguised ourselves, dressed in different clothing, and followed after rebellious offenders." He stressed that he wants to set up a similar body in London. "Let's expose the faces of these transgressors, I ask that you donate your time for this important mission and take upon yourselves to patrol/spy at night between the hours of 11pm and 2am". A participant at the meeting also informed Kikar Ha'Shabas, that there was further discussion to create a detailed map of the problematic areas and streets [which need to be patrolled].
