Haymitch's introduction is him being so drunk that he tries to hug Effie on stage during the Reaping. Katniss thinks Effie is disgusted by him and would love to avoid him but let's not forget that she also thought Peeta was scheming to kill her (even before the arena and his alliance with the careers) when he had been in love with her for years. Katniss is notoriously bad at reading people. So much so that it's pretty much a guarantee that whatever she assumes is happening is incorrect.

Haymitch says in SotR that Effie is the only one who can stand to be around him so she wasn't trying to avoid him because she was disgusted by him. What was going on was Haymitch being so drunk that he forgot he wasn't supposed to show affection publicly and Effie trying to escape from him because all the eyes of Panem were on them at the moment. She had to make it look like she was repulsed or she could be in danger. In this their relationship parallels Katniss and Peeta's. Katniss has to convince Snow that she's in love with Peeta to save him and everyone else she loves. Haymitch and Effie have to convince everyone that they hate each other in order to protect themselves.
