Hes a orphan found and taken in by Qifrey as his first apprentice
Saijrel was found at age 13. Hes been a apprentice for 5 years and is 17 when canon starts.
Hes under Qifrey as a apprentice but by all means is more along the lines of being Olruggio's apprentice. The only reason why it's not official is due to Olruggio denying it and the fact that Olruggio doesn't have the qualifications to take him.
So on paper he's Qifreys. He does study under Qifrey as well so it's fine.
Saijrel’s main skills are Translation, Transfer and Application.
He does quite a lot of metal and wood work, following Olruggio's methods and making his own.
Qifrey found him while following a lead that would have let him find a family who are a long line of Brim hats. Qifrey found him in a box when the family had ran away leaving him behind.
That family was Usirels Saijrels

Saijrel was made due to me thinking how is Qifrey so good with the girls even if they are his first apprentices.
So this was what happened. If Qifrey is just naturally good with kids then great. But I saw a opportunity to add and make a oc so I took it.
I also wanted to give the girls a older brother cause most older siblings in anime seem to be either sick in the head, and source of trauma, a deadbeat cardboard cut out or with such a big age gap that they are more of a second parent

Intrigued and unwilling to let such a opportunity slip through her fingers she captured the poor unfortunate woman and held her hostage.
Asking for her to answer one simple question for her freedom

The Seer who was thrashing and trying to escape her bind looked at the witch and said.
"You wish to know your future Witch. Well. So be it. The man you love will always follow another. And will always be fated to die again and again by your hands"
This enraged the Witch Of Envy who then proceeded to curse the Seer.
" For your cruelty to my heart. You, your blood, your line, and who ever shares your gift. Shall never be able to tell fully how you know the future. You shall all never be able to see a good fortune only the worst shall grace your sight. And every time fate touches you. Every one shall know who you crossed"
When the dead Seers body was recovered with the curse carved into her no one bothered to think that it was true.
How could they.
Seers while not common where enough.
Gracing the world with voices that spoke with threads of fate.
They were already in high demand for thier abilities but there was no need to worry.
Surely. This was nothing.
No. This was not nothing.
Quickly they realized the Witch Of Envy was a monster of a terror.
During this horrific period of history many turned to Seers. Asking. Begging for the future.

Seers avoided Oni and Demi humans under the fear of unjustified killings brought upon them due to the Witches scent that clings to them.

Or where kept as slaves in Glided cages.

Kept ignorant of what was happening outside of the four walls they where raised in.
Allowed to have simple hobbies such as sewing, cooking, carving and so on under heavy supervision.
Every child of Vollachia and Gusteko know of the main traits to find and identify a Seer.
