Arcane season two has a circular narrative and it's vital to understand Piltover's and Zaun's relationship in the beginning and the end of the season:
Episodes one and two start with death: two daughters burying their parent - one on one side of the river and one on the other.
The analogy is practically impossible to miss: Cassandra gets to rest in an ivory coffin after a beautiful floral funeral while Silco is left to decay in the river, and that while it might have been his last wish due to his history with the river, the contrast is impossible to ignore (this also goes for Vander being left on the street - if Singed hadn't come for him that is).
We go ahead with the rest of the season, we are at war, casualties happen, people die. Those people had families, hopes, dreams, even though we didn't know them, and their families mourn them too. That's how we get to the end of season two which happens where? The bridge.
We get zaunites and piltovans coming together on the bridge the thing that both unites and separates them to mourn their dead - except that this time they mourn as equals. The papers intertwine and burn in the same place at somewhat the same time. This is not to say all is forgiven. This is not to say there isn't work to do. But it is to say that work is being done.
Sevika has a seat on the council and more importantly councillors on her side, councillors that understand what is at stake and what everything that is going on means. Of course there is also corruption, nepotism, bigotry. We know this. But she has support and the country is starting to heal - the thing that started on the bridge will be contagious, there is hope.
