I had to try several different searches to find this.
2 cups dried milk (nonfat or whole)
1 cup cocoa powder, unsweetened (up to 1½ c for more chocolate flavor)
1 tsp salt
2 tbl cornstarch (or other thickener: arrow root, rice flour)
2 cups powdered sugar (3 if you like it sweeter)
Mix with whisk until it's blended and has no visible lumps.
To prepare: 1-2 tbl per 8 oz of water.
I'll add that we made this last night, and both the 9yo and I had the same opinion that 2 cups of sugar isn't enough esp when using dutch cocoa, nonfat milk is totally fine, and marshmallows are an absolute necessity. (That last one is more the 9yo than me, though.)

Tried something different this morning!
Made a basic cabbage okonomiyaki and then blended a can of warmed black beans, olivio butter, garlic powder, and chili powder to make a dipping sauce!
Highly recommend as a chill breakfast when you have a little more time to cook!

Recipe notes from my bake:
Yes the baking powder is tbsp. Definitely would recommend unsalted butter for the pan OR omitting salt in the recipe, if using salted butter.
I also didn't have buttermilk on hand, so I made my own with milk and lemon juice.
My biscuits were a little jiggly when the tops got golden brown (around 20 minutes), so I had to cover with tin foil, turn off the oven, and let the residual heat finish baking.
For the "frosting", I used sterlinique's recipe of sweetened condensed milk, lemon juice, and vanilla extract instead of the one above, and it was PERFECT.
