Instructions: Preheat the oven to 350F 175C. Use paper liners to line 24 muffin cups. Set aside 12 crushed Oreo cookies. In a large mixing bowl, combine the cake mix, cocoa powder, buttermilk, oil, eggs, vanilla extract, and salt. Incorporate the hot water until well combined. Fold in the chocolate chips and Oreo cookie crumbs. Fill the prepared muffin cups about 2/3 full with the batter. Bake for 18-20 minutes, or until a toothpick inserted into the centre of the cake comes out clean. Allow the cupcakes to cool for 5 minutes in the pan before transferring them to a wire rack to cool completely. Once the cupcakes have cooled completely, top each with an entire Oreo cookie.
