A Morton's Fork is a situation that has two bad outcomes.

Either Israel lets Hamas attack them unmolested, or they try to neutralize the threat, which means innocent civilians inevitably get hurt. I'm not sure what 3rd option GP thinks could exist.

Deliberately putting innocent people on the line for a Morton's Fork generally makes you the bad guy.
