The families of high ranking Enclave were to be saved as well; they simply had to stay put, follow protocol, and wait for the Enclave to come get them. They waited for centuries The Enclave never came. They should have died out; instead, they survived.
Everything in the Vault was the result of strict survival. A specific resident in each generation was given the job of keeping genealogical records. Children were not born from love; they came from the two least related residents. Anything it took to raise children that would grow into soldiers that the distant Enclave could use was allowed; children took mentats regularly, and punishments for disobedience were intense. Still, they made it through the years relatively unscathed.
Two hundred years of survival, before they had to open the doors.
